Tywardreath and Par Parish NDP - what a journey !
Three years ago, Tywardreath and Par Parish Neighbourhood Development Plan (NDP) Steering Group started consulting with the community, noting ideas and suggestions, collating data and liaising with Cornwall Council officers on what the community could and could not do as regards development in the parish. Development is defined under the 1990 Town and Country Planning Act as 'the carrying out of building, engineering, mining or other operation in, on, over or under land, or the making of any material change in the use of any building or other land.' Very soon, key themes were identified as being important to the community and research started. For example, 85% of those who responded to the Questionnaire considered Flooding to be a serious risk and we engaged with the Environment Agency who contributed to our policies. The vast majority of respondents were also in favour of Development Boundaries. An Affordable Housing Survey told us what the community needed in terms of housing, and all these sources of information have contributed to our NDP. The final NDP has been reviewed by Cornwall Council and a wide range of agencies. It has also been examined to ensure it meets all legal requirements.
We were pleased that the independent External Examiner accepted and endorsed the views of the community and noted that: 'The Plan is well evidenced, and a lot of hard work has gone into framing the Plan and its policies. To suit the coastal location there is an innovative use of the concept of blue/green open space.' Local Green Space designation has been recognised as appropriate for the vast majority of the areas we put forward. Equally parish residents know that we need affordable homes. Our article in the Autumn edition of PL24 Magazine quotes various MPs on the housing crisis in Cornwall and our response to this. In summary, we believe that our NDP could be part of the solution.
